In medium saucepan, bring 1 quart water to boil. Reduce heat to low. Whisk together egg yolks and milk. Gradually whisk eggs into boiling water. Return to simmer over medium heat, stirring constantly. Cook, whisking constantly, until thickened, about 5 minutes. Remove pan from heat. Using rubber spatula, gently fold in half of flour mixture. Repeat with remaining flour mixture. Pour custard over dough circles. Bake until crusts are golden and custard is set, 20 to 25 minutes. Cool slightly on wire racks.
